How car registration works via car insurance
In principle, the insurers' admission portal has been available since autumn 2023. It cannot yet be offered as a productive service because numerous regulatory authorities have not yet implemented the IT requirements. Once the service is available, it offers many benefits for drivers.
How can cars be registered so far?
So far, there are three ways to register a motor vehicle:
- The owner goes personally to the registration office
- Via the car dealer, to whom the owner grants a power of attorney for registration in advance
- Online, via the so-called "internet-based admission"
If you want to register your car online, you will need an electronic identity card with activated eID function and a reader or the AusweisApp in addition to the usual documents such as the vehicle registration document and eVB number.
What role do motor insurance policies play in the approval process?
No motor vehicle is allowed on the road in Germany without motor vehicle liability insurance, so vehicles are only registered with proof of insurance. As a rule, this proof is provided with the help of the electronic insurance confirmation (eVB). This means that every owner who wants to register a car is in contact with a car insurance company anyway.

This new service, the motor insurer, is made possible by the decision to expand internet-based registration.
Until now, only private individuals could register a car via the Internet with the electronic ID card – in the future, companies such as motor insurers will also be allowed to do so on behalf of their customers.
